Delhi Odd Even Start Date

Because of the increasing air quality index of Delhi, the Odd-even scheme will come into force on November 4 (Monday) till November 15 (Friday). This scheme is being driven after about three years of gap. Previously in the year 2016, this Odd-even scheme was put into action for about 15 days beginning with January 1-15 and thereafter from April 15-30. This rule is admissible in Delhi on all week days starting from Monday to Saturday except Sundays from 8 a.m. to 8 p.m. Under the Odd-even Scheme, vehicles with odd registration numbers (such as 6417, 1003 etc.) will be authorized on odd days, And on even days, vehicles only with even registration number (such as 3456, 7248 etc.) will be authorized on even days.

Exonerated vehicles during this 12 day odd-even scheme by Delhi government:

  • Two-wheelers, only women drivers or with a child up to 12 years of age, private vehicles with school students (only during school hours), Electric vehicles or automobiles with physically disabled persons.
  • Automobiles of VVIPs/VIPs (Prime Minister, President, Vice President, Governors, Chief Justice Of India, Lok Sabha speaker, Union Ministers, Rajya Sabha and Lok Sabha Leaders of Opposition, vehicles of chief ministers of states and union territories, vehicles of Supreme Court Judges, UPSC Chairperson, Chief Election Commissioner, Election Commissioners, Comptroller and Auditor General of India, Deputy Chairman Rajya Sabha, Deputy Speaker of Lok Sabha, Lieutenant Governor of Delhi, Judges of Delhi High Court, Lokayukta Emergency enforcement, paramilitary, defence and embassy automobiles.
  • Automobiles used for medical emergency.

Automobiles not to be exonerated under odd-even scheme in Delhi:

  • Private CNG vehicles of four-wheeled vehicles driven by men
  • MLAs of other states, Non-Goods automobiles from other states

This third edition car rationing system in the national capital is all set to trigger on roads where automobiles running on the road with the number plates ending with 0,2,4,6 and 8 will only be permissible on even dates ( November 4, November 6, November 8, November 12, November 14) whereas those running with the number plates ending with 1, 3, 5, 7 and 9 will only be permissible on odd dates ( November 5, November 7, November 9, November 11, November 13 and November 15).

According to the Chief Minister Arvind Kejriwal’s declaration, the lurched timings in government offices will be implemented during odd-even scheme – at 9:30 a.m. and 10:30 a.m. The ones contravening the road rationing scheme, called as Odd-Even scheme will be charged a penalty of Rs.4,000 this year from Rs.2,000 earlier. As per the amended Motor Vehicle Act, the jump in the penalty has been advised by the Transport department. Under this anti pollution measure, when the national region is coping with the sprinkling of clean air and clear blue sky, the Delhi Metro Rail Corporation will also operate 61 additional trips in the city and a total of 5,100 trips through 294 trains.

According to the reporters, Delhi Chief Minister Arvind Kejriwal and his entire cabinet ministers will also follow the odd-even rule in Delhi. The chief minister, the deputy chief minister and the ministers will also be pooling their cars during this 10 day odd-even scheme. The Delhi government has also called on the environment marshalls to keep an eye on the garbage burning and contravention of the anti pollution norms in the city. The Delhi government has also embroiled 500 buses on different routes to cope with the situation of daily commuters. Over 200 teams have been deployed by the Delhi government to smoothen the implementation of odd-even scheme.

The Delhi government has also held talks with app based taxi providers like Ola and Uber that there will be no surge pricing or overcharging by them under this road rationing system. Auto rickshaw drivers have also been instructed to run by the meter prices, when odd-even scheme will be rolled out. The vehicles coming from other states will also not be exempted under this act.

Pollution level in Delhi has reached to its maximum in last three years on Sunday which has landed the National capital of India in disconcert. The air quality index of Delhi is touching the dangerous levels of 625 landing the Delhi people into severe condition which could be a cause of health problems for many people. The non-transport four-wheeled automobiles could be a major concern under the implementation of this scheme.
