As per the plan, the conductors in buses will distribute pink tickets with face value of ₹10 each to women passengers for free-travel. The government will then reimburse the transporters based on the number of tickets issued.

The facility will also be available in Noida-NCR, airport and other special services operated by the Delhi Transport Corporation (DTC) and cluster scheme operators. Lately, the Delhi assembly passed the government’s supplementary demands for grants of Rs 290 crore for free ride to women passengers in buses and metro trains.

Chief Minister Arvind Kejriwal mentioned free-ride for women from on October 29, 2019 in both DTC and cluster buses during his Independence Day speech. Deputy Chief Minister Manish Sisodia also proposed supplementary demands for grants of Rs 142 crore to fund deployment of marshals in buses and Rs 47 crore for the regional rapid transit system corridors, which were approved with a voice of votes.

As per the supplementary demands for grants proposed by Delhi Deputy CM Sisodia, the government has set aside Rs 140 crore for free rides for women in the DTC buses and cluster buses, and Rs 150 crore for free travel in metro trains. Manish Sisodia said that free rides in metro trains would take time as the Delhi Metro Rail Corporation (DMRC) had to make some preparations for it.

There are around 3,700 DTC buses and 1,800 buses under the cluster scheme of the Delhi Integrated Multi-Modal Transit System (DIMTS).

On August 29, the Delhi cabinet gave in-principle approval to the scheme of free bus rides to women, but on a condition of giving up transport allowance to avail the facility. As per the government, women employees of the Delhi government, local bodies and undertakings will not be entitled for transport allowance if they opt for free ride in Delhi Transport Corporation (DTC) and cluster buses.
